GREECE
The first upgrade of a Hellenic Air Force (HAF) Velos air-defence system has been completed by
Rheinmetall Defence’s Swiss subsidiary Oerlikon Contraves. All major HAF air bases are protected by
a Velos battery, which consists of a Saab Sugi (Giraffe) truck-mounted surveillance radar system that
provides target information to two fire units.
The improvements are aimed chiefly at enhancing the effectiveness of the Velos system, but should
also increase its overall reliability, reducing operating and support costs and extending its
operational life. The first upgraded battery has successfully completed its HAF trials and the
remaining five are expected to be upgraded by 2010.
Rheinmetall has also supplied the Hellenic Army with 54 Advanced Short Range Air Defence (ASRAD)
systems, in this case integrated onto an AM General High-Mobility Multipurpose Wheeled Vehicle
(HMMWV). This configuration has a roof-mounted pod with four Stinger fire-and-forget SAMs in the
ready-to-launch position.
INDIA
The Indian government has signed a US$1.4 billion contract for the development and procurement
of a medium-range surface-to-air missile (MR-SAM) system based on Israel Aerospace Industries’
(IAI’s) Barak long-range naval air-defence system.
Under the contract, IAI will develop jointly with the Indian Defence Research and Development
Organisation (DRDO) an air-defence system capable of detecting and destroying hostile aircraft,
cruise missiles and surface-to-surface rockets at a range of 70-80km. The project will provide the
Indian Air Force with nine air-defence squadrons, each equipped with towed Barak MR-SAM firing
units.
Each of the units will consist of a fire control centre, an acquisition radar, a guidance radar and three
launchers with eight missiles each. According to IAI, deliveries will be conducted within 90 months
of receiving the advance payment. The first flight test of the Barak MR-SAM is expected in three
years, with initial operational capability scheduled for 2013.
The system is intended to replace India’s S-135 Pechora-1 (SA-3) air-defence systems. The
procurement of the Barak MR-SAM could signal the termination of two indigenous Indian SAM
programmes; the Advanced Air Defence (AAD) ballistic missile interceptor design programme and
the Akash MR-SAM system.
IRAN
Iran’s defence minister made a day-long official visit to Moscow on the 16th February to press again
for the sale of the S-300 surface-to-air missile system to Tehran to go forward, amid a restructuring
of the Iranian military aimed at strengthening air defence capabilities.
Iran signed a contract with Russia in 2005 to purchase 29 Tor-M1 low-to-medium-altitude surface-
to-air missiles under a US$700 million contract; they were delivered in early 2007. Talks are under
way for the complementary purchase of the medium-range Buk-M1 system according to press
reports from Russia.
At the same time, Tehran has expressed repeated interest in up to five units of the S-300PMUI (SA-
20A or SA-20 ‘Gargoyle’) or S-300PMU2 Favorit systems and has moved to sign a contract that thus
far has remained unimplemented owing to substantial political pressure on Moscow from both
Washington and Tel Aviv.
KAZAKHSTAN
Kazakhstan is to buy S-300 missile defence systems from Russia with deliveries set to begin in 2009,
a senior Kazakh defence official revealed in February. Amanzhol Ospanov, the head of the Kazakh
Ministry of Defence’s (MoD’s) weapons and material department, was quoted by RIA Novosti as
saying that Kazakhstan was looking to equip each of up to 10 battalions with four missile launchers
and support systems.
OMAN
The first sale of MBDA’s land-based vertical launch Mica (VL Mica) surface-to-air missile system has
been announced. While MBDA declines to identify the customer, it is understood to be Oman –
which last year was also the launch customer for the naval VL Mica System.
RUSSIA
Russian President Dmitry Medvedev and Belarusian President Alexander Lukashenko have signed an
agreement to build an integrated air-defence system between the two countries. On the 3rd
February, Colonel General Alexander Zelin, commander of the Russian Air Force, said the system
would comprise five air force squadrons, 10 air-defence units, five radio-technical service and
support platoons and one electronic countermeasures unit. Belarus has several Russian-made S-300
air defence battalions on combat duty and is negotiating the purchase of advanced S-100 systems
from Moscow.
TURKEY
Turkey’s Defence Industries Undersecretariat (SSM) issued a request for proposals (RfP) in mid-April
2009 for the direct purchase of long-range air and missile defence systems (T-LORAMIDS). The
programme, valued at around US$4 billion, envisages the purchase of about 12 systems.
The SSM issued a request for information (RfI) in March 2007 to examine the price and availability of
systems. US companies Lockheed Martin and Raytheon have jointly offered a combination of Patriot
Advanced Capability – 3 (PAC-3) and PAC-2 low-to high altitude surface-to-air missiles (SAMs), while
the China National Precision Machinery Import and Export Corporation (CPMIEC) has offered the
HQ-9 (reported export designation FT-2000) air defence system.
Russia hinted during the internation Defence Fair (IDEF) ’09) held in Istanbul, Turkey, on the 27th
April that it may accede to Turkish requests in offering its more advanced S-400 air-defence system
instead of the usually marketed S-300. Responses to RfPs sent to the Lockheed Martin-Raytheon
partnership CPMIEC and Russia’s Rosoboronexport are due to be returned by mid-July 2009.
U.K.
The UK Ministry of Defence (MoD) has awarded Thales UK a GBP200 million (US$277 million)
contract to deliver the Air Defence Availability Project (ADAPT) in support of the Starstreak high-
velocity missile (HVM) system. Under the terms of the contract Thales UK will ensure that a
specified level of availability of the Starstreak laser-guided surface-to-air HVM system is provided to
the UK armed forces.
It also covers the support of all HVM equipment, including the manportable lightweight multiple
launcher (LML) version, the self-propelled BAE Systems Land Systems Stormer Troop Reconnaissance
Vehicle (TRV) variant, munitions and support equipment until the system’s scheduled out-of-service
date of December 2020. A further aspect of the contract is the provision of integrated training. This
means that vehicle crews will be able to train either in a classroom or in the vehicle itself using the
actual equipment they will be using in the field.
VENEZUELA
Venezuelan President Hugo Chavez said on the 19th April that Venezuela had acquired Russian-
produced man-portable surface-to-air missiles (SAMs) and also announced the creation of an elite
military unit trained to use them. The new SAMs were described as weighing 19 kg and having a
range of 5.9 km. It is not known how many missiles were obtained and at what cost.
On the 20th April a further statement from Anatoly Aksenov, a senior adviser to the general director
of Russian arms export agency Rosoboronexport, denied that Russia had supplied any new shoulder-
fired SAMs to Venezuela. He then qualified his denial by noting that Russia had supplied Igla SAMS
to Venezuela some time ago and that these had been shown on parade in Caracas. It is believed the
newly revealed weapons are Igla-S systems, which have the same weight and range as the SAMs
described by Chavez.
